would you get the maximum power gain from an exhaust if you were to take the cat out and put a small pipe aiming down on to the road, and not have any back box or cat back system. would this be legal?

what do u mean a small pipe aiming down onto the road?
ur not saying take the cat out then put a pipe where the cat used to be pointing to the road and thats it, no more exhaust?
