tbh if it was me, i would either cut it all down for her, then put my house on the market, or just maintain it for her, cut the grass once a month job done, if she'll let you?

Environmental Health. Today. Phone up, request a visit, email them the photos - especially the stuff about the rats you have seen, and the foxes etc.
Not a Police matter as someone said above - but definitely get onto council or housing association as appropriate.

Why should we though? We've cut it down for her before, slaved over it for 2 days straight, serious hard work clearing a load like that but it's back within a couple of weeks/months. It's my nan's house and she is far, far less capable than the woman who owns the house so it's hardly fair. I also don't know why people are saying to sell the house, my nan has lived there for over 50 years and has no other complaints of the area/location, it's just one lazy bitch that makes life that little bit harder than it needs to be etc. Council have came out numerous times and says it's not on but nothing progresses. It's the only council house on our road, the rest have been bought (including ours).

i'm not saying you should do, i'm saying its probably the only thing that is going to acheive anything, its not right but life is shit sometimes, the council won't do jack shit as you have already experienced

so if you see her going to work get a saw and cut the bottom. if you can get to it
what do the neighbours the other side say ?

It's not joint to their house and as it's on the corner kind of there's quite a big gap between them so doesn't affect them nearly as much really

Hmmm, interesting. There was a similar situation to this not so long ago over here, everyone had assumed that the husband had left many years before, turned out that she had let the yard get that way to hide the body...... I'd be looking into that side of things!
