is it safe to put axle stands on sills and can it damage then if there on for to long

I wouldn't. I gather you mean the bits where the standard jack is meant to go?

they are called axle stands because thats where they are supposed to be placed.
sills aren't flat so i can't see it working out well for you.

i cant put them on axle because i am droping it down so i can under seal everything

You'll end up bending them and I wouldn't fancy being under for a period of time either tbh.
Just put them in a proper place, underseal around them, let it dry then move them to a different place. Much safer.

if you place it along the inner sill/chassis rail it will be ok

Sills are fine FFS...it's one of the strongest areas.
My car has jacking points under the SILL and jacking points in the SILL for a "slide in jack"

yeah inner sills are, wouldnt fancy jacking up on the outer or seam though
lots of people think the seam is the sill also, seen far too many chewed up sills

Had this on here before, CS says the car will fold in half.
In reality if you find a sturdy bit that won't collapse straight away then it's fine.

using a trolley jack on the sills is what normally buggers up the seam.
if you get it dead straight then it can be strong enough, but as Steve@SW Motors says, see loads of folded up seams
