Knowing the shit state of the justice system, certainly no jail time. Minimum 12 month ban, community order and fine i'd imagine.

I got a 12 month ban (reduced to 9 if i do the drink rehab course) and £200 fine for blowing 64, about 2 months ago. So id say he will get 18 month ban and a fine, but dont know what he would get for TWOC

Court regulations for that reading state 17-35 month ban minimum if it's first offence.
I'd imagine it will be more when they consider lack of insurance as well as the theft

Not really, it's written in correct legal terminology. It may not appear to be particularly clear or concise or intact written with a normal use of language but it'll stem from some ancient terminology as the law very rarely moves with the times
