Got my my self a iPhone 4 of gumtree, worked for a few days but now says out has no signal.
Does this mean its been blocked or barred?
how would I check?

Could it not have been already blocked when you bought it?
Could he have bought it blocked, not realising the flogged it on?
If you report it to the police you'll have to give it in and will probably end up with nothing. Just sell it on quickly as blocked, some asian will have it off you to send back home.

my cousins girlfriend had the same issue with an iPhone, reported it to the network who unblocked it and did the guy for fraud

what network? get on to them they'll be able to see the last time he used it and the first time you used it, compare to when he reported it stolen. ie if he said it was stolen after the last time he used it or his simcard then they'll know hes lying. especially if you provide the gumtree advert (id screenshot it asap) and forward the messages from him.
