The picture has been processed in the way that most modern day digital photographers would process theirs.
Nothing has been added or taken away. Just a well processed RAW file.

Not really. Filters generally filter things out, hence the name. You can't add to an image with a filter.
Although by filtering the right things, such as unwanted sunlight/glare by using a polarizing filter (used here) you can improve the image.

A RAW file is a type of file that the camera can save. Any good SLR and some good point and shoots have the option to save to RAW.
You can process the file with Photoshop (and other software) and since it holds more information than a JPEG you can get better detail and more accurate colours from it.

Not really, no. Basically all the good photos you see are post processed to some degree.

When a digital camera takes a photo it does so by collecting and interpreting a lot of data. Basically the camera gives its best guess how the scene you're shooting actually should look. The result of the interpretation is the .JPG image you pull out of the camera.
Simply put the .RAW is the negative and the .JPG is the developed image.
More serious cameras give the option of pulling a .RAW file which is the collected data prior to the .JPG output, hence giving the option to do the development yourself using specialised software like Adobe Photoshop, Adobe Lightroom, Aperture or similar.
Makes sense?

Btw, when I referred to 'filters', I meant the kind of add ons that would potentially colourise a background, or enhance a specific part/area of the spectrum. (if such a thing exists)
I'm not up on my photography technology or terminology hence my now apparent, erroneous application of the term filter.
