Don't they need name for transfer anyway?

Your common Joe, probably not.
I was recently paid a large sum via bank transfer by a company I hadn't dealt with before, gave them my account number and sort code and they called back an hour later saying it wasn't in my name as they had taken the number down incorrectly.
So...it is possible.

You need account name, account number and sort-code (some form of reference is optional). And apart from setting up direct-debits, there isn't a huge amount they can do with that information nor much they can glean from it.

Most companies wont check a name when making a BAC's payment. We dont, all we require is a sortcode & account number when paying an private individual.

You're name won't be given out. But some banks will ask what the name is to make sure it's the right account.

This - and especially if it's a large amount the person is transferring to a new payee they've set up - part of the fraud prevention policies of most banks
