If you mean the block paving, you only need drainage if it's non permeable. Block paving is as it's not cemented in, just sat on sharp sand.

The drainage depends on the block paving. If its permeable paving then the rain is meant to soak between the blocks and then soak down (through suitable base). If you cover over the area with a solid paving then it needs to be full drained (and often have planning permission too!)

Thats partly the reason I went for block paving instead of imprinted concrete.
