Hey,

Sold something on ebay, heard nothing from the seller until a few minutes ago. Says he doesn't want the item now, pain in the ass!

Can you leave negative feedback to the seller and then do a second chance offer?

You can do his feedback at anytime the same goes for the second chance offer.
Make sure that you tell ebay that it has only been properly sold once or they will take fees twice.
