Here goes, random description of what i remember.

Large bloke, blonde hair i think (in my head he looks like the guy from Dumb & Dumber that isn't jim carey.

He goes to rob a bank and takes some weird little guy hostage who ends up being a pain in the arse, i think it involves the little guys daughter, big guy gets shot and little guy takes him to a vet and they both end up on the run.

I thought it was called "on the run" or something like that, probably a 80s-90s film
