U cant get it from PVD.
It is an ultimate velocity one only available from uv themselves. Its just a slightly modified combat 2 and is quite expensive if i remember correctly!

It's a pretty huge bumper, too big in my opinion.

but remember it is very very low .I was goin to get it ,but if you go near any speedbumps, and dont want a skybus its a no no
