They are functional. The Swiss versions never had them as Switzerland is expensive enough, so they took them off to make them a little cheaper!

The Escort Kit Cars had whale tail spoilers as Malcom Wilson's Pilot version had one. This was pre World Rally Car homoligation.
When the new World Rally Car rules came in, they had redesigned it to the big fin at the back.
If you notice, Carlos Sainz's Repsol Cosworth had the whale tail, the year(s) before the rule, but after the rule change in '95/'96 it was changed to the WRC spec one.
