More then likely just bolted through the top of the tailgate.

Get templates for drilling holes, drill holes in tailgate, apply red brown primer then touch up with paint, dob sealer round holes to make watertight, offer spoiler up to tailgat, put bolt through hole in tailgate and start screwing into the spoiler.

All depends on the kit (whether or not the spoiler has holes which are tapped), and instructions (English! understandable!) you get with it though.
