Just because some ones IP address is from the UK or any other country it doesn't mean they are there.
What if they use a VPN tunnel from say Australia to the UK? Their IP address can be saying UK when they are in Australia.
One of my ISP's at work is based in the Netherlands and I can use a satellite connection so to every body else it looks like im in the Netherlands and not the UK.
So just something for you to think about

Nismo no one would use VNC because by the time you have written then post you could have written it out by hand on papaer and run to the web server and typed it in!

not if your on a dedicated leased line.
we use VNC to our New York office out of hours.

I use it to customers all over the world and even on a 2meg line its still tooooo slow
