u can actually mount that on ur bumper im almost positive aslong as u have ur real plate too... there's two cars i have seen do this..
one lad with a ZR called KIE
and also a women in some other car(forgot what iut was) called Vicky both just mounting them on the bumpers

ive see these too the car with vicky on is a focus
