the engien must be really restricted if you gain 12hp just from a cone filter

well its the same engine as the GTi 180, so yeah it is restricted!

the 180 engine is more than just a airfilter change over the 137 version .

Get a enclosed induction kit, will give better gains. Apparently the BMC, green and ecosse enclosed ones are good for power gains, Although more expensive than a normal cone filter.

The VIS will be with dealers in a week or two, that's why no-one's got any yet but all the part numbers are done so you should be able to get a pre-order in. You might be able to negotiate a better price if you make a nuisance of yourself 
The VIS kit above gives better gains over the sealed unit Viper kit because it relocates the filter away from the throttle body.
The concept is simlar to the K&N Typhoon system, but better of course
The Pipercross one uses a lovely carbon fibre intake pipe, with the filter itself utilising the proven vector tip (again, more carbon fibre) with the foam being the same as used in their WRC filters.
The WRC foam is designed to be used in harsher conditions where there's more exposure to dirt, dust and water. Also because of the foam, the filter doesn't need oiling compared to other filters.
The 206 2.0 GTi is a very different engine to the 2.0 GTi 180. The 180 uses variable valve timing, has a clever dual intake system for the throttle body and all many of extra clever shit - so there's no way of upping the standard engine in the hatch/cc to 180 spec.

I think the retail is £299 but obviously it's down to the dealer at the end of the day.
Civic should be happening soon... now if only there was a suitable car that could be used for development..

No, it's more than having just 50 people wanting one.
The VIS typically fits to the throttle body or airflow meter. On something like a C20XE it would be fairly simple but for the 1.4/1.6 16v engines it's not going to happen - the intake would need to start at one side of the engine, go under the inlet manifold and come out the other side.
To fabricate that in carbon fibre, with a hole for the MAP sensor or whatever it is would cost way too much.
The VIS isn't suitable for every car because of this... and in these situations you've got the Viper
