Is that the inside diameter of the rubber pipe? Or the inside diameter of the cone filter?

The ID of the pipe coming from the air mass meter to the filter is 76mm.

What's the OD of your air mass meter?
I measured both the ID of the standard intake hose and my Pipercross hose, both 76mm.

im using a highly accurate B&Q value tape measure

No, I never measured the air mass meter  
The ID of the intake hose (76mm) is going to be larger than the OD of your air mass meter (68mm) and the OD of the air filter (70mm).
For a cone filter, why not just order a filter for a C20XE?
