Its not a EGR valve, its a secondary air pump which pumps hot air straight from the engine to the CAT to warm it up.

I thought it just pumped in air to dilute the emsissions in to looking better, sneaky cheat
It's extra weight to be carrying, and excess weight is worth loosing.

The EGR valve passes unburnt exhaust fumes backinto the inlet to be burnt again, this causes a slight power loss, hence early GSI's having more power, Remove it definately, you can blank it off and remove the pump an blocking the hole in the manifold, well worth doing as the EGR plays up allot so its good to eliminate it

EGR has nothing to do with the power difference between the C16 and X16XE's as it shuts off at WOT anyways.
It only works during in light throttle anyways. It only really draws exhaust gas out of port 4, so isn't massively effective anyways. Blanking it off it easy enough, but simpley unplugging it produces fualt codes. blank it, clean it and it won't get dirty and won't cause issues.
Power on the C16 can be down to
inlet port design
CR
cam
management system.
