Is the wifi switched on, sometimes the laptops have a switch or is disabled in the bios.
surely you need a router to connect to and not just another wireless USB. i could be wrong.

I take it you can have the card in the PC to act like a router.
try a reboot with the card in it. sounds silly but it works.

there should be somewhere to setup a network name, only do this on the one so one, then go on the second one and do a search for networks should pick the other up.

usb on the pc is fine, and built in on the laptop is fine, like i say hunt the settings there should be an option to create a new wireless network, create one with whatever name you want on the PC, goto the laptop and do a search for new networks, should pick it up.

As james says, enter MY NETWORK PLACES, then on the left hand colum select SET UP WIFI CONNECTION then select your flash usb pen.
on the laptop go to MY NETWORK CONNECTIONS and VIEW NETWORK CONNECTIONS.
