Nope, the paint will still be soft. You can actually stick your fingernail into paint thats been on there for less than a week.
After a week you can rins crap off with clean water. After a month you can start putting waxes and polishes onto the paint.

whatabout just ordinary cleaning with bucket and sponge, and chamois? and what happens if you do wax it straightaway?

you can polish and wash it whenever you like mate. chances are it was done before they gave it back to you anyway.

who do i believe 
they did say they were gonna wash it, and the car has been in an oven i though that hardened the paint?

I would be careful straight away, the paint is easy to scratch when it is still soft for up to a week.
In most cases nothing much will happen if your car has been painted with high quality paint and you use high quality wax. It's probably just an old saying now that you shouldn't wax a car for a month after paint...

if its been baked the car is fine to touch (carefully) and move out of the oven in 20mins.
but yes still be careful for a day or so
