THE LAW
The law states that,

You are only permitted to fit aftermarket wheels that are a maximum of 1 inch larger than that recommended/supplied by original manufacturer of the vehicle

Wheels may not be tranferred from one car to another without prior consent by dvla, unless the wheels are of the same type, including manufacturer and wheel size.

Offences may result in any or all of the following:

A fine of up to £1,000
The vehicle may FAIL the MOT test
Full details of the requirements will be included in The Road Vehicles Regulations 2007

what a load of rubbish, on say a vectra the wheels range from 16inch through to 19inch (dealer options) so the proposed law is totally unworkable. How would they know what wheels where origonally brought with your car.
