Yeh u can do it. If necessary unscrew the central console - best to push it out from behind if poss rather than yank it
Only thing will be that the neons will be on all the time the ignitions on. If u want to be able to turn them on and off, u will need to wire in a switch

Just wire them into your interior light, so when you open the doors they come on!

The fact that you are asking a question like this suggests maybe you should get a mate or something to help, at least you'll know how to do it in future.
Personally I'd wire them from the fuse box, that is run a wire to an empty fuse spot, put a 3amp fuse in it and hide the switch somewhere. Where ever you pick your 12v up from, (it could be from the wiring behind the cig lighter) it is a good idea to fuse them with some kind of inline fuse to prevent shorts etc causing damage. This is especially true if your take 12v from the battery directly as otherwise you expose your wiring to huge amounts of current which could cause a fire in a short.
As for PC ones, they usually just plug into the 12v line on your pc but they may or may not need an external invertor. Also remeber they will need to be wired the correct way round.
