To lower the front of the car 60mm and the back 40mm is that safe on standard shocks? or would it be best to lower all 40mm on 15" alloys

Personally I'd lower the same all the way round.

40mm all round will be ok on standard shocks. 60mm will destroy them quickly.
best off buying a set of springs and shocks, even a budget set (G-max etc) will be better than standard shocks with lowered springs
