I'd try to buy the car and not let on what I was after it for as a 1994 5 door Corsa isn't going to be worth alot.
It'd be cheaper than buying the reg I'd guess 
Not sure how much I would pay for just the reg. Upto a grand maybe?

i know as i have tried for B34RDY
PLUS what stopped thing find out where high value cars are ie. Audi RS6 ring DVLA £15 and you get the address of where its kept......

my mate has R1 HCH
nearest he could find
I want BUR 635S
but the dvla has issued it back in the day then the car has been scrapped and they are not intending on releasing numbers that have already been issued once!

I'm sure you used to be able to get them off the DVLA, people used to do it to claim abondoned cars etc. I can see why you shouldn't be allowed to do it though.

You cant get the details of the vehicles location off the DVLA but I think you can get the DVLA to contact the owner of the vehicle on your behalf...
there are other ways though

I always wondered what D41 MOB was on as its what I originally wanted before i got D4MO B (Reads D41MO B)..... I know its on a normal road car somewhere though.

It doesn't always have the information for some plates. Not sure why.
My Dads private plate doesn't give any information yet I know it exists obviously as its on my Dads car
