For my server the e-mail is POP based so i have to use Outlook. However, i'm not always at home, at uni, work, gfs, parents. Is there a way i can set it up using an online program?

either:
carry a laptop with your outlook client on, hook it up to your local internet connection and get the email
Have various outlook clients and set it to leave email on the server
Use a webbased mail system like GMail to retrieve your pop3 for you.

Use IMAP instead of POP3. It then stores all your email on the server and not your machine meaning it is accessible anywhere.
You'd have to see if your email provider has a webmail interface so you can access your email though
