if i got a phone from someone that has been on contract but the contract has been bumped and i get it unlocked to any network and put my sim on it will the phone still be able to be blocked ?

what you meen? if you get it unlocked to any network?? or actually unblocked?? if you meen actually unblocked then no if you can get it done it cant get blocked again
