I already have a Circular Polorizer, would this be of any use and stop skys from blowing in landscape shots?

hi mate sorry to change the subject slightly but are those polarizing filters worth the cash? Ive been looking at them online but the ones i've found are expensive

should work a bit but i know alot of people on talkphotography mention Neutral Density filters but i dont really know which would be better
