get the ds, then find someone who does disks full of games. My girlfriend's sister got one, 40 quid with 50+ games on, all proper titles not pacman and what not!

get a ds then get a TTDS card with a 8gb mini sd card.
download the .nds's from the net and job done.

i got my girlfriend, its called a revelotion r4 card for her's got 9 dvd's full of games and if you want any more games just download them they are only small files so u can fit loads on a memory card . i think her's is a 1gb memort card and fit over 20 games on it

If you want to do it the legit way, you are looking at £110 - £120 delivered with a game or 2, no one really specialises in a lower price.
You could always do it the illegal way though, have fun when you all get caught
