Just recieved this email at work

Heavy Snow Update for Thursday 12th Feb 2009

An unforeseen area of snow arrived in West Lothian from the north at 8: 00am this morning. It will bring some heavy bursts, with a risk of 5cm of snow with up to 10cm possible on higher ground in the south until around 15: 00 this afternoon.

The Road Services team are working to keep main roads clear.

How come they never saw this coming?
