Are you talking about aftermarket smoked lights or tinting the standard lights yourself coz there is a difference in which case.

they look well nice. i'd say they are legal as they have been done properly, the only thing i'd do is get coloured bulbs from halfrauds then its highly unlikely you'd get pulled for them

they havnt got reflectors mate! with means they are ILLegal!
plus im sure the bulbs will be very dim
