Ive tried heating it up with a HEAT GUN not just a hair dryer, tried t-cut, polish, bleach lmao.

Toffee gun should work.
Unless as Davey said the paint is off then no a toffee gun won't work.

i believe they have a differant name, but Panel beaters call them toffee wheels because they smell like toffee.

dont use thinners lol ull need some white spirit or panel wipe and a credit card and some elbow grease matey
