How long is a piece of string scenario.
My bills used to be tiny because I lived alone and only put on the lights in the room I was using, hardly cooked etc. Then along comes jade and wham every light in the house in on all night, heatings cranked up and we cook alot more now & the utility bills rocketed!!
Too many factors to estimate imo.
Are you all electric? Electric cooker & heating etc? Id say start paying £50 a month and give them regular readings/ask them to review after 6 months.
Waters included in the rates here so cant comment on that.
Don't know of any websites to estimate.

£80 per quarter sounds quite low tbh.
Id say 40-50 a MONTH if your only running on leccy, no gas, would be about normal for a 2bed flat.
And yeah lolz she loves me really

Yeah I missed that bit
Feck knows then, one thing i'd say is your better slightly overpaying than underpaying for a year or whatever and them coming and saying you owe us £200!!
Is it a sex shop?

The national average consumption on electric is 3,300 units, on Gas it is 20,500.
Thats based on 'averages' so they will most likely have both and not be overly reliant on electric and not be using it as often as a shop would.
Why not ask adjoining shop owners what their utility bills are? That would be a good indication.
