Was wondering, if you live in a flat which doesn't have gas, would it be feasible to run a gas hob using a Calor LPG cylinder hidden away under the sink or similar? Would this even be safe/legal?

yes its safe providing the gas hob is fitted with a flame supervision device (FSD) . this device cuts out the gas when a flame is no longer detected. this only applies to flats.

Need to have an opening to the outside as well I think, like a window or door to a balcony

Nope, illegal.

Must be on the outside a wall with at least 30 minutes fire resistance. Imagine if there was a fire in your flat, you could take out the entire floor with the explosion
