how do they design and test them?
do they have like a testing area where they build and test then ship it to who ever whants to buy it?
or do they build and test on site?

On a scale models, computer simulations, crash test dummies etc....
Pretty sure it's all built and tested onsite.

Correct. Theres a documentary on them which is usually played on Sky Three - I'm pretty sure IRS on YouTube but I cant remember the name. Quite interestng as you see some of the fastest, highest, weirdest, etc.
