11m is something like 25MHz and it goes all the way up to 120 (odd)m, which is around the 2.4/5GHz range.
Just scan around, they tend to be on the hour or 10/20/30/etc mins past. Usually they'll start with some music passage (few bars of an old song) and then read a repeater header before another few bars of the song and the message.

you can pick up a shortwave radio for 20/50 quid or so, although if you're wanting to cover a larger range of freqs then you need a half decent scanner (alot of the higher end models 25Hz - 2.59GHZ) although this will set you back anything between £100-300 secondhand, and then if you want to broadcast (ie: get a transceiver) it starts getting silly, can cost you anything between £500-2000 just for the tranceiver and you need various aerial/antenna on top.

You should be able to pick something up, although powerlines are one major issue for SW/Ham broadcasts.
