when putting the new ones in do i push them over the the thing at the bottom so they sit flush on the valve seat or just push them down so they are touching it??

Push them as far as they can go.
And by the by, I'm assuming you're getting mixed up with what a valve seat is - that's the bit that actually makes the seal between the 'head' of the valves and the head of the engine. Valves stem oil seals go on the cam side.

If 20xe, push them onto guides(spings plates undaneath first) then with a 12mm socket and extention, tap the seal on. Dont tap til stops it wil fuk seal. U can actualy hear it wen stops dead on the seal and not the base plate, there shud be a slight gap between the 2. If a small block 16v then the guide actualy has been machined so that the seal stops solid on it it. Oh keep eye on the springs not popping off

Valve seat is at the bottom, the thing that goes on top of the valve spring is a spring cap,
all i need to know is, do i tap it over the valve guide?

valve seat is in the combustion chamber not inside the head.
