Outer lamps use a H4 bulb, dip and high beam. Inner lamps are just additional lamps for high beam, you dont have to use them.

Edit, sidelights are also in the outer lamps.

Outers use an H4 bulb and do dip and main, as well as having an additional sidelight bulb.

The inners use an H1 (or H7, can't remember) and only do the main beam.

You can run outers only, but at night, with the main beam on, having both inner and outer makes a huge difference to the light over just the outers.
