i know there not the best brands in the world but there the only brand that i can find that makes the size im after, which would people go for out the 2?
both near enough the same price (give or take a few pound)

I've got Federals on the van (  ) and they're surprisinly alright tbh! Better than the Conti Sport Premiums I had on there previously which came with the wheels.
Grip well in all weather I've found and considering the weight I lug around worn well - only thing is they appear to be perishing a bit in the tread on the rears which are only around a year old 
No experience of Nankangs, but I've heard way too many horror stories to want to use them!
Only real thing the Federals got marked down on were road noise iirc. Mine aren't the Formoza FD1's, I can't remember what they're called off the top of my head.

Ive got nankangs on the front of mine, thery are faultless in the dry, bit ropey in the wet but never felt dangerous, they stop well in the wet, its just conering grip that lets them down, but tbh you should be driving quick in the rain
they have lasted for fucking ages too, had them nearly a year now, and my car can light them up in 3rd lol

cant expect anymore of a budget tyre so im happy with that
as you said aswell matt its only really in the wet when they show there downside but still you shouldnt drive quick in the wet anyway (but i hardly drive quick in the dry) so its all good

I've never cheaped out on tyres tbh as thinking about it they are the only thing between the car and the road!
depends on if you drive it like you stole it, or granny it to the shops

i had Nangkangs on the MX5 before the Dunlops, i locked up a few times under heavy breaking, and spirited starts above 3k would result in much smoke!!
a friend says their only good for wheelbarrows and with my experience i can well believe it!!

kumho ku31's 160 delivered from ebay, and they are a shit hot tyre, i've found them as good as eagle f1's

I put a new Federal on my car last week. Since it's only 1 I can't quite say how good (or not) it is.
But the Nankang's I saw on eBay were about half the price of the Federal. So I'd go for them. And the name just sounds like it's less made of concrete.

i think he's going for 165/45 on an 8j rim. My mate has 165/50 on 8s and he knows thats taking the piss
