Because CON is a reserved word just like:

PRN, AUX, NUL, COM1, COM2, COM3, COM4, COM5, COM6, COM7, COM8, COM9, LPT1, LPT2, LPT3, LPT4, LPT5, LPT6, LPT7, LPT8, and LPT9

It links back to the old DOS days when 'CON' referred to a device name, likewise you can't name directories AUX, PRN, COM1 (+ a load more) as they were also reserved device names.

My bet would be that men on average tend to be taller than women therefore lightning will find a quicker route to earth via a man than a woman
