can you only use them if the registration is all numbers?

You mean old school black plates with silver lettering?

They are legal on cars pre-'75 iirc. You can still get them but run the risk of getting pulled if it's on a newer car than that year.

yes the black and silver ones, only i seen them on a new car today and the reg was 4 numbers so just thought maybe they were legal if its just numbers

Nope, it is definitely done by year of registration of the vehicle. I'm 99% sure it's only legal before 1975. If it's not that year then it's somewhere round there
