Wouldn't work.

Everybody would want to be in Liverpool / United / City / Chelsea & Arsenal. As the other teams are shit, and couldn't give them any payrises. Any other team would be like a normal chef worker, working in a shit cafe compared to michelin stared food

People still wouldn't want to play for scottish teams if thats what you were thinking.

TBH you'd have th same problem as now.

Teams would bring players through, and instead of getting compensated for their best players via big transfer fees they'd lose the player on a free to the team that can pay the biggest wages.
