I will be honest i looked up all the fee's on sites such as wiki and i went off their starting fee's not their overall potential fee's. also the carrick and hargreaves and Nani fee's look about right to me - and yes i was under the impression berba cost 28-30M but that was the result i got - even if it is true? add the 7m for berba tops [;us i dont know how much more you think the other 3 are woth but lets say 15m in total for all 4 it still pales in comparison to city's cost 
Reason i used independent sites is so i couldn't be accused of being bias or for undervaluing players - guess that didnt work then but these are the figures i got from online sources

Ahh see, you should be using the Cosmo method where by you add on £10m for every player. Also works for Liverpool players that get sold.

We got him on a youth contract from what i could find, there was no suggestion of a fee when i was doin my lil bit of research
