is it all about the weight or does size contribute alot to the cost ?

Royal Mail use a bit of both.

Think couriers tend to use volumetric weight or actual weight, what ever is greatest. I know UPS do anyway.

If the weight isn't high enough they cube it and do it by the size to make up the displacement of the box...
