More than likely yes, can you not push the pipe on anymore?
That clip doesn't even look tight!

Re-route your brake servo pipe under the inlet manifold.

I was gonna say re route the black hose and put that inlet hose on properly!

ha ha i know ive been pissing around with my icv for ages ! lol the black pipe what is it ? and do i have to take my throttle body off to re route it ?

As corsadonk said, the black pipe is your brake servo pipe.

i use the same adaptor plate for my ecotec pipe, the top part that the ecotec pipe slides onto it slanted so it never sits completly on the plate

Just push it down slightly were it's meant to sit and tighten it, then you will know if it's fxed the problem. Definetly wont be helping things anyway.
