I havent a clue about the engine/turbo but typically on VAG diesel engines the turbos are the VNT type which means there are moving parts in the parts in the turbo.
Overtime the turbo vanes get caked it carbon causing them to stick and causing it to overboost and which point the ecu kicks into safemode.
You can run some millers with the fuel and this may clean it up a bit are the other thing i did to a mates bora was remove the downpipe off the turbo and use some turbo cleaner (cant remember the name) to basically clean the carbon off as its a form of solvent.
Hope this helps bud

Fault code N75. If you knock the engine off and then start it again and it works for a while that's what it is.
Mine cost £50 all in (new part and fitting) from a VW specialist.
The part is called something like the turbo boost actuator I think.
Anyhow Google VW N75 fault code and you'll see it.
