Winstep nexus dock for Win7:

I like it but the start bar at the top is annoying and looks poo at the bottom. Unsure if I'm gunna keep it

Try out Rocketdock, it's a lot less bloaty than Winstep - looks good though 
As for the taskbar, what about putting it to one of the sides? You might be able to get a 'start' button plugin for your dock, in which case you can hide the task bar or i believe there are ways to remove it completely (can't say i've tried under 7, i know you could on XP though).

The windows logo icon at the start is a start menu. Can I just hide the task bar then?
I tried the side and wasn't sure on that either tbh

Don't know of a way to complete remove it, although you can auto-hide the taskbar but this will hide the 'start' button and taskbar/status bar etc.
On some docks i've seen (can't remember what as it was about 3/4 years ago) Start button/menu replacements, so you have an icon, click and the Start Menu appears from the dock. You could also remove/hide the taskbar back in XP as well but as said, i'm not sure if you can do that under Win 7.
Edit - Just did a quick google as saw, Taskbar Eliminator for Win 7. No idea if it works or not. http://www.thewindowsclub.com/how-to-hide-or-remove-windows-7-taskbar

One breath you wanna get rid of IE 64bit (which is a packaged part of windows) and next your installing bloatware like this

Rocketdock isn't too bad, about 10-20mb of ram usage. But Pow has a point

Depends, but i found some docks better (less of a resource hog) than others and winstep wasn't great from what i remember. Vista memory management is pretty shite in comparison to Win 7, so you might have issues.

Would be good if you had a folder to keep all your applications in and had no use for a start button.
You can install OSX on a lot of pc's though, could even dual boot it, so you can have windows 7 when you need it and osx when you want to be able to do nothing but it look pretty

It's just what it could be running behind it, you think you're installing a nice fluffy dock bar but behind it could be gathering information about how you use your PC and sending it out to the companies servers.

Use Windows 7 Firewall Control, then you can block applications from accessing the outside
