Anyone got a clue WTF this is? I'm thinking it's some sort of (tea bag?) strainer/juicer that clips to a mug/cup, but can't find anything similar when doing a Google.

Its a mouse trap. Put cheese on it, then when the mouse comes, it stands there for 10 minutes thinking "wtf is this?" then u nab it!

can get mini ones but still not sure on the grater part. The fact it sits well off a surface and there is a suspended bracket makes me think it could be for a chafing pot

Ashtray with cigar holder?
I believe cigars need to be left in an upright position to burn out, if you want to save the rest. Can't squash it like a cigarette or you'll ruin it.

See when you squeeze the sprung chrome bit in the middle, does a little bit of plate in the mesh/ grate open up and allow stuff to fall through? I'd say it's some sort of ashtray.

A Chafing dish is like a bain marie. Used for keeping food warm. Commonly used in catering for buffets etc.
The food sits in a dish, which sits in water that is heated by burners.
