If it's affected the tie bar mountings it may be. Depends how bad it is.

Whilst the bumpers off mate, clean it up with a small grinder and paint, only looks like surface
rust, not MOT failure unless its rotten

Get to the scrappys and spend £20-30 on a bonnet,some anti rust gel then some hammerite will sort the crossmember if its only surface

and you defo dnt need that lump of metal on the front take the crash bar off its just dead weight
