The icv was seized in my c16se when i went to clean it and i managed to get a second hand one out of a c14se. Now when i start it up it revs to im guessing about 3000 for 5 to 10 seconds then goes back to normal idle. Is this normal because it never used to do it

Mine did this and it turned out to be an air leak from the throttle body gasket.

Ive got a similar problem! When i slow down to a stop my car revs to about 1600 revs and my engine management light comes on and had it diagnostics tested last night and that said mine was the idle control valve :/ going to replace it and see if it works!

Clean it out with carb cleaner first Christoper.

As said Firefly, it sounds like an air leak!
