If the value is marked as £40 ($60) or less (AND marked as a gift) then you won't get charged any import fees.
Anything over and you get charged VAT (20% on the combined value + shipping costs) and duty if applicable.
Certains things like books are VAT free by the way.
Don't be silly with misdeclaring values though as they can and will open up any consignments sent through USPS or with a courier. So for example if you've bought a brand new £400 iPad don't "mistakenly" forget to drop the last zero from the value on the customs declaration...

also be aware that you can claim the sales tax back on it if it is a retailer your buying from , wont be much as tax is generall 6-8% over there but better than a kick in the snatch

Ok after a bit of a google it appears it can be state and item specific. My dad ordered a Love Sack (google it) and the refunded the sales tax and he had to pay import tax and VAT as it was less than 12 months old and he had owned it for less than 12 months

Did he buy from one state and have it delivered to another before getting someone else/himself send his item on to the UK?
That - and buying from a tax free state like Delaware - are the only ways of avoiding sales tax in the USA.
